Rodney Lenfant

Rodney Lenfant, CPA, CHFP

Board Chair

Rodney Lenfant is a senior finance executive, board member, consultant, mentor and yoga teacher with extensive experience in healthcare finance and international offshore drilling contracting.

 

His expertise includes serving for 12 years as a healthcare Audit and Advisory Partner with a Big Four firm, Senior Vice President for Atlantica Management (USA) Inc., and Vice President, Chief Financial Officer with OakBend Medical Center in Richmond, Texas.

 

Mr. Lenfant is a member of the Texas Society of Certified Public Accountants, the Society of Louisiana Certified Public Accountants, the National Association of Corporate Directors, and the Healthcare Financial Management Association. Mr. Lenfant also serves on the Investment Committee of CommonSpirit Health (a large, complex, faith-based healthcare organization) and as Advisory Board Member for the Rice Alliance for Technology and Entrepreneurship.

 

Mr. Lenfant holds a Bachelor of Science in Accounting from the University of New Orleans.

Vicki Keiser

Vice Board Chair

Vicki Keiser is a CPA with extensive experience in governance, corporate growth, and financial management, including financial controls, compensation, security, compliance, and risk management.

 

Previously, Ms. Keiser was a partner with Deloitte for 35 years and served as the regional leader for Deloitte’s multi-function healthcare practice. She served as one of five regional U.S. leaders to launch and implement Deloitte’s Women Initiative Network (WIN) in 1993, one of the first corporate diversity initiatives among global service companies. Ms. Keiser has served on both national and regional not-for-profit boards for more than 25 years.

 

Ms. Keiser is currently a board member of Amazing Place and TexHealth Harris County 3-Share Plan and serves on the Executive Committee of St. Luke’s United Methodist Church. She was recently appointed to the Board of Directors for Banner Health.

 

Ms. Keiser graduated from the University of Texas at Austin earning a Bachelor of Arts with Honors in biology and received an MBA from the McCombs School of Business at the University of Texas at Austin. She is a member of the National Association of Corporate Directors and a graduate of Leadership America and Leadership Houston.

Elena M. Marks is the President and CEO of the Episcopal Health Foundation. Ms. Marks is also a nonresident Fellow in Health Policy at Rice University’s Baker Institute for Public Policy, where her work focuses on health equity and access to health care for low-income and uninsured populations.

 

Ms. Marks serves on the Board of Trustees for the Harris Health System. Her previous professional experiences include serving as the Director of Health and Environmental Policy for the City of Houston; consulting in the health care industry with large systems and community-based providers; starting and directing a successful legal placement firm; and practicing trial and appellate law with major law Texas firms.

 

Ms. Marks holds a Bachelor’s degree from Emory University, a law degree from the University of Texas School of Law, and a Master’s in Public Health from the University of Texas School of Public Health.

Jose Garcia

Dr. Jose Garcia

Board Secretary

Dr. Jose Garcia is a Professor of Pediatrics at the McGovern Medical School, University of Texas Health Science Center at Houston (UTHealth). He is the General Director of Affiliated Medical Services (AMS), Chief of Pediatrics at LBJ General Hospital, Vice Chair of Pediatrics for Harris Health System at UTHealth, and Harris Health System Medical Director at Bear Creek Clinic.

 

Dr. Garcia is board-certified in Pediatrics and Neonatal-Perinatal Medicine and earned a medical degree from the University of Minnesota Medical School, a Master’s in Health Care Management at the Harvard School of Public Health, and a Bachelor of Science from the University of Texas at El Paso. Dr. Garcia retired from the U.S. Army after 27 years as an LTC Medical Officer.

 

Dr. Garcia serves on the March of Dimes Houston Board of Directors and the National March of Dimes Hispanic Advisory Committee. He is a member of the March of Dimes Texas State Program Service Committee, is a faculty member with the National Institute for Children’s Health Quality’s Texas Breastfeeding Learning Collaborative, the Harris County Hospital District Foundation Children’s Health Advisory Board, and the Center for School Behavioral Health Advisory Committee through Mental Health America of Greater Houston.

Vivian Ho, Ph.D.

Board Member

Dr. Vivian Ho is the James A. Baker III Institute Chair in Health Economics at Rice University’s Baker Institute for Public Policy.  She is also a professor in the Department of Economics at Rice University, and she is a professor in the Department of Medicine at Baylor College of Medicine.

 

Dr. Ho’s research examines the effects of economic incentives and regulations on the quality and costs of health care. Her research has been funded by the National Institutes of Health (NIH), the Agency for Healthcare Research and Quality, and the American Cancer Society, and is widely published in economics, medical, and health-services research journals.

 

In addition to having served on the Board of Scientific Counselors for the National Center for Health Statistics, as well as the NIH Health Services, Outcomes, and Delivery study section, she is also a founding and current board member of the American Society for Health Economists. Dr. Ho was elected as a member of the National Academy of Medicine in 2020.

 

Dr. Ho received her A.B. in Economics from Harvard University, a Graduate Diploma in Economics from the Australian National University, and a Ph.D. in economics from Stanford University.

Anne Clutterbuck

Anne Clutterbuck

Board Member

Anne Clutterbuck joined the Community Board in 2017 and serves on the Governance Committee. With extensive experience in government and on boards in the medical field, Anne Clutterbuck is known for her analytical approach and collaborative manner.

 

Until 2019, Anne was a Vice President for AECOM, a global infrastructure company. Prior to joining AECOM, Anne was elected to serve on Houston City Council for three terms and served as Houston’s Mayor Pro Tem, representing the City of Houston on the Houston Galveston Area Council and in other capacities throughout the state.

 

Anne received her undergraduate degree from Baylor University and her law degree from the University of Houston Law Center. She and her husband John have two adult children, Caroline and William. Anne is an active member of Christ the King Lutheran Church in Houston.

Stephen L. McKernan

Dr. Stephen L. McKernan, DO, FAAFP

Board Member

Dr. McKernan is a trained pharmacist, naturopathic physician, and osteopathic physician and is board certified by the American Board of Family Medicine and the American Osteopathic Board of Family Physicians. Dr. McKernan practiced in a rural community in central California, was a member of the faculty at Kirksville College of Osteopathic Medicine.

 

He was a department leader at Sam Houston State University as well as the CEO and Family Medicine Residency Program Director of Lone Star Family Health Center, an FQHC-based Teaching Health Center in Conroe, Texas.

 

Dr. McKernan has spent his career advocating for inclusiveness in medical education, interprofessional practice models and primary care training that serves rural and underserved populations. He has lectured nationally on topics related to healthcare access, health disparities, traditional medicine and medical education. He has worked with the Congress and the Administration in Washington, DC, as well as the state legislature on issues related to access to quality care and training for America’s health care workforce. Dr. McKernan has served on community, medical group and association boards and in hospital medical staff leadership with a focus on patient access and safety.

Dr. Arthur Bracey

Dr. Bracey currently serves as the Chief of Clinical Pathology at Baylor St. Luke’s Medical Center and is a professor of Pathology and Immunology at Baylor College of Medicine since 2016.

 

He previously held academic positions including assistant and associate professorships at The University of Texas Health Science Center at Houston. He was appointed Medical Director of Transfusion Services at St. Luke’s Episcopal Hospital in 1990 and eventually promoted to the position of Associate Chief of Pathology in 1993.

 

Dr. Bracey was born in Alexandria, Virginia. He graduated with distinction in 1972 with a Bachelor of Arts in Biochemistry from the University of Pennsylvania and obtained his Doctor of Medicine in 1976 from Georgetown University Medical School. He completed a year of internship in Internal Medicine and two years of Anatomic Pathology residency training at Georgetown University Hospital. He did follow-up training in Clinical Pathology at the Health Clinical Center for the National Institutes of Health.

 

Dr. Bracey has served on numerous boards and professional groups including: member of the Medical Advisory Committee for the American Red Cross; chair of the Annual Meeting Education Program Unit for the American Association of Blood Banks; chair of the Transfusion Medicine Resource Committee for the College of American Pathologists; board member of the American Association of Blood Banks; board member of the National Marrow Donor Program; chair of the Advisory Committee on Blood Safety and Availability for the U.S. Department of Health and Human Services; and president of the Society for the Advanced of Blood Management.

 

Dr. Bracey has written or contributed to 59 peer-reviewed journals and numerous abstract articles at national and international conferences and meetings. His professional interests are transfusion medicine practice and peri-operative coagulation disorders. He is married and has two children.

Mr. Khoury has been in the healthcare field since 1966. He has served as system CEO, Hospital CEO and corporate vice president for 35 plus years. Has experience in all aspects of healthcare delivery; Board relations, Medical Staff and Community relations.

  • Successfully lead: cultural transformation, turnaround situations, ambulatory care centers, sports medicine centers, clinics, acute care hospitals, behavioral health hospitals, women’s hospitals, rehab facilities, nursing homes, IPA’s, HMO’s, PHO’s, cancer centers, medical school relationships, teaching hospitals and residencies, hospital acquisition, sale and conversion.
  • During his tenure, initiated and successfully completed the construction and development of several hospital facilities and services: such as the opening of St. John Hospital, and the expansion of St. Joseph Hospital in Houston.
  • Developed and implemented successful managed care strategies and has multiple hospital management experience.
  • Acted as an international consultant in Taiwan, advising the government on healthcare provider issues.
  • Worked with the Sisters of Charity Healthcare System, Houston for 35 years in various capacities: CEO St. John Hospital, CEO St. Joseph Hospital, Corporate VP Operations (9 institutions), Corporate VP for Health Policy and Government Affairs, Member of the corporate leadership team, Chair of the insurance trust for the corporation.
  • Worked with the Franciscan Health System in Western Pennsylvania as President/CEO of the system.
  • Serves on many boards and organizations. Received many awards, Distinguished Alumnus University of Houston – Clear Lake, Paul Harris Fellow/Space Center Rotary, Lunar Rendez-vous King, Fellow of the American College of Healthcare Executives.
  • Education: High school, College de la Salle, Cairo – Egypt, BS from the University of Houston, MS in Healthcare Administration, University of Houston – Clear Lake.
  • Currently serving as a fulltime faculty and Department Chair at the University of Houston – Clear Lake at the Texas Medical Center Campus.

Marcia Johnson has been a law professor at Thurgood Marshall School of Law, Texas Southern University, for almost 30 years. She is the founder of the Earl Carl Institute for Legal and Social Policy at the law school. The institute has been the university’s leading think tank and legal service provider since its founding in 1992. Johnson also co-founded the Urban Research and Resource Center, a non-profit corporation, in 2016.

 

Johnson has taught business associations, professional responsibility, civil procedure, and real estate transactions and has co-authored several casebooks. She has also authored numerous articles addressing disproportionality and disparities that negatively impact marginalized people.

 

She has long been involved in community activism and has served on numerous public boards, including Harris Health System, Texas High-Speed Rail, Metropolitan Transit Authority (METRO), Texas Bar Ethics Commission, Annam Community Development Corporation, and organizations in the Third Ward and Acres Homes.

 

Johnson and her partner, Dr. Luckett Johnson, are the parents of three adult sons, Jules (Ellie), Vincent, and Luckett Anthony, and the grandparents of six—Morgan, Jordan, Alani, Janna, Kai, and Jewel.
